BOS Minutes 7/17/06

The Board of Selectmen held a regular meeting at 7:30 P.M. on Monday, July 17, 2006 at Memorial Town Hall Auditorium.  First Selectman Timothy Griswold, Selectman Skip Sibley and Selectwoman Bonnie Reemsnyder were present.

Huntley Family Day Resolution
A member of the Huntley family reported to First Selectman Griswold that Virgil Huntley, who was born in Old Lyme in 1916, will be featured at a Huntley family reunion on the last weekend in July. A proclamation declaring July 29, 2006 as Huntley Family Day will be read at that time recognizing Virgil as the family historian.  The Huntley’s settled in Lyme in the 1600’s and the descendents are gathering for this 60th family reunion.

Approval of Minutes:  June 19, 2006
Selectwoman Reemsnyder made a motion to approve the minutes of June 19, 2006 as written.  Selectman Sibley seconded the motion.  SO VOTED

Special Meeting Minutes of July 10, 2006 to be approved at next meeting.

Communications:
a.  CT State Library – Approval of $7,000 Historic Doc. Preserv. Grant
The Town of Old Lyme has been awarded a Historic Documents Preservation Grant in the amount of $7,000.  Town Clerk Irene Carnell indicated that the funds will be used to further consolidate the records.  

Alexander Hamilton Citizenship Award – Charlotte Cipparone
First Selectman Griswold received a letter from Alexander Hamilton Friends Association of the State of Washington informing him that Lyme-Old Lyme High School student Charlotte Cipparone has been awarded the Alexander Hamilton Citizenship Achievement Award given to preserve Alexander Hamilton’s legacy to energize tomorrow’s leaders.

c.  Will Danenhower – Named as Student Rep. To State Board of Education
Lyme-Old Lyme High School student Will Danenhower will be a student representative to the State Board of Education serving for one year as a non-voting member.   This is an appointment by the Governor of Connecticut.

Old Business:
Town Hall Expansion Committee – Update
John Forbis reported that at the Special Board of Selectmen’s meeting last week, Lyme First Selectman Koch, Selectman Steve Matson, and Lyme Board of Finance Chairman Gary Reynolds were briefed on the Town Hall expansion plans. The plan was presented to the District #18 School Board last Wednesday noting that the savings to the residents of Lyme and Old Lyme could be as much as $400,000 to $500,000 by combining both the school offices and the Town Hall offices in the Old Lyme Town Hall. At the end of last week, architect Paul Bailey presented a complete schematic design that preserved the historic Town Hall and provided space for expansion.  The Town Forum will be held on July 26 for the Old Lyme citizens to review the plan.  First Selectman Griswold explained the short-term budget that will be presented to the Board of Finance.
Selectman Sibley made a motion to ask the Board of Finance for a sum of $19,600 appropriated to a capital non-recurring section of the capital budget to fund architectural and engineering work.  Selectwoman Reemsnyder seconded the motion.  SO VOTED.       

CCM Energy Bid Result  
The Town of Old Lyme and District #18 submitted information to CCM for its assistance in lining up a five-year energy contract.  CCM showed the energy profile to bidders who came in with a fixed rate for five years at 10.135 cents per kilowatt hour, which is a 3.41 percent increase over the 9.8 cents pkh currently being paid. The school and the town have signed up with this offer that will begin in January.

Open Space Committee – Buttonball/Shore Rd. Property Acquisition
The Open Space Committee has been working on the Buttonball/Shore Road property acquisition, but a purchase and sales agreement has not yet been signed.  Part of the discussion has been to straighten out a boundary line issue that has been in dispute for years.  A surveyor has made the change.  More information will be presented at the next meeting.

Ethics Formation Committee – Update
Selectman Sibley told the Ethics Formation Committee that he felt it would be better if the Ethics Commission had the authority to assess a penalty as a result of its findings.  If the defendant wanted to appeal the penalty, he/she would request a hearing before an Appeal Board comprised of the First Selectman, the Town Clerk, and an attorney selected by the Board of Selectmen. The next meeting is on July 26.

Information Technology Committee – Update
Selectwoman Reemsnyder reported that the committee has a draft of an RFP from Lynn Warren of District #18.  The next meeting will be in August.

Ellie Czarnowski – Trail Map
Ellie Czarnowski, Chairman of the Conservation Commission, listed the activities of the Commission.  She stated that the trail booklet is finished and copies are available in the Old Lyme Town Hall and the library. The Conservation Commission submitted an application for a Connecticut Trails Grant with the intention of printing more booklets if awarded the grant.

New Business:
OLFD Hose Tender Purchase – Recommend to Board of Finance
First Selectman Griswold read a letter from OLFD Chief David Jewett in which he stated that the Fire Dept believes that $300,000 was available for the purchase of a new pumper hose tender. However, there may be restrictions on these funds (awaiting the consultant’s report) which will cause a delay and will increase the cost of the apparatus. Selectwoman Reemsnyder made a motion that the Board of Selectmen recommend to the Board of Finance to remove any restrictions on the funds and allow the Fire Dept to order the hose tender.  Selectman Sibley seconded the motion.  SO VOTED.

Cross lane Firehouse – Funding to Connect to CT Water Main
First Selectman Griswold stated that he has not concluded discussions with CT Water about connecting the Cross Lane firehouse to the water main, so he will not be able to come up with a figure tonight.

$10 Municipal Surcharge on Motor Vehicle Violations
Certain State citations that the police write will provide the Town with a $10 surcharge.

Registrar of Voters Pat McCarthy – August 8 Primary
Democrat Registrar of Voters Pat McCarthy reminded the Old Lyme Democratic voters of the Primary on August 8, 2006 from 6:00 A.M. to 8:00 P.M. at the Cross Lanes Firehouse.  The cut-off date to register to vote or for unaffiliated voters to join the Democrat Party is at noon on August 7.  There will be a special voter making session on Tuesday, July 25, at the Old Lyme Town Hall from 5:00 P.M. to 7:00 P.M.  

CT River and Guilford to Groton – No Boating Discharge Area
First Selectman Griswold stated there was a ceremony at the Connecticut River Museum to recognize the fact that there is a Guilford to Groton no discharge area in Long Island Sound.  Also recognized was the fact that the lower Connecticut valley towns have been operating the pumpout boat for three seasons at no cost to boat owners or the towns.

Robert Chapman – Request to Purchase Town Owned Parcel @ 22 Spruce Avenue
First Selectman Griswold received a letter from Robert Chapman, owner of property off of Spruce Avenue and Avon Avenue.  He is seeking to purchase lot 9.  First Selectman will give the request to the Planning Commission.

Selectwoman Reemsnyder welcomed a guest who is visiting from Denmark.

Selectman Sibley stated there was a meeting of the Beach Improvement Committee.  There were three illegal parking lot tickets written over the weekend in the amount of $500 each. Also, the DEP has provided marine patrols.  There were 19 boating infractions and eight written warnings.  At Rogers Lake, there were eight boating infractions and 4 written warnings.
